I want to start a business of selling dinar. What do I need to have to sell Iraqi Dinar?

I'm no expert on this matter, I'm no lawyer or currency expert so take this advice for what it's worth. It's basically info I've picked up from the online forums like DinarVets, InvestorsIraqi, and IraqiDinarRumors.

First you need a MSB license which is a license for a money services business. I believe most banks will also require you to have a specific bank account for MSB's which can cost several hundred dollars a month.

One of the most obvious things you will need is a supplier at a low cost so you can re-sell and actually make money. Would you also be selling other currencies that Dinar people seem to be interested in such as the Vietnam Dong or the Chinese Yuan?

You will also need to look into whether your state, or possibly even every individual state you sell to requires a specific license for their state. You also want to do research into the state of Arkansas as many Dinar dealers have gotten in trouble for selling in that state as they require a license specifically for Arkansas.

As to how you sell I guess if you wanted to be small you can go on ebay and just sell on ebay and probably make a few bucks. If you want to be bigger you'll need to setup your own professional website which will accept payments which you will need an SSL certificate and will probably cost you several thousand dollars to design.

This is just a rough idea of some things for you to think about. If your serious about this first try to line up a supplier and then talk to lawyers, bankers, and accountants. Because of strict money laundering laws and state regulations involving finance and money matters this won't be an easy business to start or run.
